This Norwegian-language report presents a document-based examination of responses from selected Norwegian public administrative and review bodies concerning evaluation criteria, factual grounds, and decision-related documentation.

The material consists of systematic access requests and related correspondence. In several of the documented responses, requested criteria or evaluative frameworks were stated not to exist as separate documents, not to be documented, not to be available, or were otherwise not identifiable in the material provided. The report examines how such documentary conditions may affect reconstructability, reviewability, and the relation between evaluation, classification, documentation, and mandate structures.

The empirical observation concerns what is stated or identifiable in the available documentation. It does not by itself establish that no criteria existed in practice. The analysis is descriptive and does not determine legality, institutional responsibility, or the correctness of individual decisions.

Later versions include additional responses and clarifications while preserving the report’s overall documentary basis and analytical scope.
